POSITION 1:
Azerbaijan Humanitarian Assistance Program (AHAP)
Project Director
Save the Children
Baku, Azerbaijan
Save the Children (SC), a private international relief and development
agency, is seeking applications for Project Director for a Humanitarian
Assistance program in Azerbaijan. The Project Director will be based in
Baku, Azerbaijan and will report to the Area Director. S/he will be
responsible for the overall management of the Cooperative Agreement, and
provide strategic and operational leadership for a complex umbrella
program. The Project Director will prepare annual workplans and
budgets, oversee the monitoring of performance in relation to results,
and supervise key personnel assigned to the program. S/he will maintain
close liaison with Save the Children+s home office, USAID, subgrantees,
and government authorities. In all aspects of program activity, the
Project Director will establish and maintain high standards of
professionalism that reflect positively on Save the Children.
Qualifications:
* Masters Degree in international development or related field;
* At least 7 years+ experience planning and managing development
projects overseas, including as a senior manager (e.g., NGO country
director);
* Experience managing USAID/USG funding and familiarity with federal
regulations;
* Previous employment or other close experience with PVOs/NGOs;
* Excellent interpersonal skills and demonstrated ability to work
effectively in team situations;
* Excellent oral and written communication skills; and
* Prior NIS experience preferred.

POSITION 2:

Monitoring & Evaluation Specialist
Save the Children
Baku, Azerbaijan
The M&E Specialist is responsible for developing comprehensive plans and
systems to track the program+s progress toward results, and to ensure
the use of learnings for ongoing decision-making. S/he ensures
consistency in and complementarity among the objectives and indicators
in this Project, and assists the Project Director in designing processes
for capturing and reporting data. The M&E Advisor works closely with
subgrantees to design M&E plans for subactivities, train staff in
analyzing, reporting and using data, and monitor implementation. The
M&E Advisor also plays a leadership role in developing the program+s
evaluation agenda, and its documentation and information dissemination
activities.
Qualifications:
* Advanced degree in a social science;
* Minimum 5 years+ experience in design and application of data
collection, monitoring and evaluation systems using qualitative and
quantitative techniques;
* Experience with the application of data to management and program
improvement, especially in developing country settings;
* Familiarity with USAID results frameworks highly desirable;
* Excellent PC/database skills and knowledge of current statistical
packages;
* Excellent interpersonal skills, ability to work as part of a team;
* Training experience desirable; and
* Previous NIS experience preferred.
