help needed on starting a NPO in ex-USSR (fwd)

Dear Sir \ Madam,

I am writing to you from Belarus. It used to be a part of the former
Soviet Union, but now it is an independent country, situated in Europe
(borders with Poland).

I wonder if you could help me with any relevant information concerning
starting a non-profit organization in Belarus (or maybe in Russia, I have
a friend there who is also interested). At this point I know very little
on this matter, I tried to search INTERNET but most of what I found seems
to be for those residing in the US. Which is why any such information
would be greatly appreciated.

I do not know if you are able to help me, on that account I will not
include here any particular questions. I will just repeat that I am at the
very beginning of the process and I am interested in any appropriate
resources.

If you think you can advise me on anything mentioned above, please do so.
