          SUMMER IN SIBERIA & THE SIERRA NEVADA

The Tahoe-Baikal Institute announces its annual environmental exchange, to
take place at Lake Tahoe in California and Lake Baikal in Siberia during
the summer of 1999. The ten-week program brings together an international
team of university-level students and young professionals to focus on the
threatened environments of two of the world's unique lakes, and provides a
cultural and scientific forum where future environmental leaders can gain
insight into regional and global ecological problems.

>From mid-June to late August, the 16-20 participants from the U.S., Russia,
and other countries will travel to both the Tahoe and Baikal regions to work
and learn from scientists, policymakers, and others who apply
interdisciplinary approaches to environmental problem-solving. Participants
will use the diverse cultures and environments of the lakes and surrounding
regions to examine questions in resource management, policy, science,
economics, and environmental education.

Through seminars, internships, and direct contact with key decision-makers
in both countries, participants gain a broad understanding of how to effect
environmental change. During a total of four weeks of the intensive program,
participants will look deeper into their specific area of interest through
team projects. Participant initiative is essential in shaping the focus and
achieving results in research and other project activities.

The program also includes cultural events, a back-country trip in Yosemite
National Park, and free days in San Francisco and Irkutsk. An optional side
expedition to Mongolia is also under consideration, following the main program.

Applicants should have a demonstrated commitment to the preservation of the
natural environment, as well as a background in one or more of the following
areas:

*Environmental studies or ecology
*Regional planning
*Water resources or engineering
*Physical sciences
*Natural/cultural resource interpretation
*Resource conservation and management
*Public policy, economics, or law
*Russian, Slavic or Asian studies
                                
Some knowledge of Russian and English language is required for all
participants, however, the language requirement may be satisfied through an
introductory course or private tutoring. The program is open to
upper-division undergraduate students, graduate students, recent graduates,
young professionals, and California Conservation Corps members. Admission
is competitive.

Tentative program dates are June 21 to August 30, 1999. The program fee is
$1,500. TBI covers all basic program expenses including travel, lodging and
food. Limited financial assistance may be available in special cases.

Applications must be postmarked by February 15, 1999.

The Tahoe-Baikal Institute was established in 1991. Main sponsors include
the California Tahoe Conservancy, the University of California, the
California Conservation Corps, the League to Save Lake Tahoe, divisions of
the Russian Academy of Sciences, the Irkutsk Region, the Buryat Republic,
Pribaikalsky National Park, and the Chita Pedagogical University.
