Subject: Request for Proposals -- Business Education in Belarus
Dear colleagues:
To help address the lack of post-graduate level business instruction in
Belarus, the Eurasia Foundation plans to carry out a program to foster
partnerships between Belarusian institutions and North American, European,
and other NIS business schools with established track records of offering
modern, market-oriented, masters-level business education.
The goal of the program is to create centers of excellence at two to three
Belarusian universities that are able to deliver locally taught,
Western-style MBA programs. The entire program is a three to four year
effort.
To achieve that goal, the Foundation will begin by funding the
establishment of partnerships among a larger pool of Belarusian and
international institutions (Phase I). Next, one-year program development
grants will be awarded to three or four of the most prospective
partnerships from that larger pool (Phase II). Finally, larger grants for
launching and implementing the MBA programs over two years will be
provided to the best two to three partnership programs (Phase III).
The competition is opened to higher educational institutions in Belarus,
as well as to North American, European universities/business schools or
MBA programs, and institutions/business schools from NIS that have not
less than 5 years experience. Projects aimed at creating an MBA program in
Belarus must be part of a partnership program which involves foreign and
local institutions. Projects should be jointly developed and agreed upon,
although Western partners will submit their proposals to the Foundation's
Washington, DC office and NIS partners will submit to the Western NIS
Regional Office.
