OSCE Office for Democratic Institutions and Human Rights
Seeks Human Rights Adviser
Under the direct supervision of the Head of the Democratisation Section,
the incumbent is responsible for monitoring the human rights situation in
the OSCE area and reporting it to the OSCE participating States.
Specifically, the incumbent will perform the following duties:
Monitors the human rights situation in the OSCE area; Drafts
background reports on emerging issues and early warning and prepares
relevant background materials before trips of the OSCE Chairman-in-
Office and the ODIHR Director; Co-ordinates Human Dimension
Implementation Meetings in Warsaw, including supplementary meeting in
Vienna; Handles request to the ODIHR on promotion of fundamental
freedoms, including follow-up of the OSCE Panel on Freedom of
Religion; Continues to develop ODIHR action on prevention of torture;
Supervises internship programmes for CIS countries; Co-ordinates the
Contact Point for Roma and Sinti Issues; Supervises seconded
personnel for monitoring tasks; Performs other duties as required.
Minimum Qualifications:
(a) Education: Advanced University degree in International Relations,
Political Science, Sociology, Psychology or other related field.
(b) Experience: Six years of progressively responsible experience in
government or international administration, of which a substantial
portion related to election.
(c) Languages:
Essential: Working knowledge of English, Limited knowledge of
Russian. Desirable: Working knowledge of other OSCE
languages
(Note: With a working knowledge of a language, you will be expected
to work independently using the language required, to prepare a
variety of written communications (correspondence, reports, working
papers, etc.), to participate actively in work-related discussions,
etc. With a limited knowledge of a language, you will be expected to
follow work-related discussions or meetings, even though you may wish
to intervene in another official language. You will be expected to
participate in simple conversations, to use the telephone, to read
and understand work-related texts and to write simple communications,
etc.).
(d) Other: Knowledge of human rights and democracy building issues.
Ability to identify and analyse problems and to take corrective
action. Ability to plan and organise work and to supervise staff.
Ability to advise high level officials and senior management on human
rights related matters. The ability to communicate clearly and
concisely both orally and in writing. Resourcefulness, initiative and
maturity of judgement. Good diplomatic skills. Knowledge of or
experience in utilizing computers including word processing software.
Courtesy, tact and the ability to establish and maintain effective
working relationships with people of different national and cultural
backgrounds. Willingness to travel on short notice and to difficult
areas.
Salary Level:
The grade of the post is P3. Monthly salary, subject to social
security deductions, is about US Dollars 4,404.- including post
adjustment (the multiplier for December 98 being 26,8%). Social
benefits will include participation in the Van Breda medical
insurance scheme and in the OSCE's Provident Fund. The allowances and
benefits in general available to internationally recruited staff
members include payment of travel expenses upon initial appointment
and on separation from service for themselves, their spouse and
dependent children; removal of household effects; assignment grant;
home leave; and education/child allowance in respect of their
dependent children. Education allowances for university studies are
not offered by the OSCE.
