The International Center for Not-for-Profit Law (ICNL) is seeking a
Legal Counsel for Central and Eastern Europe (CEE). ICNL facilitates
and supports the development of civil society and the freedom of
association on a global basis. ICNL, in cooperation with
international, national, and local organizations, provides technical
assistance for the creation and improvement of laws and regulatory
systems supporting non-governmental organizations (NGOs) in countries
around the world. ICNL maintains a documentation center, provides
training and education, and conducts research on the NGO legal
framework.  ICNL is working in 15 countries of CEE with funding
provided by the United States Agency for International Development,
the Charles Stewart Mott Foundation, and other funders.
Duties
The Legal Counsel will be located in ICNL's office in Budapest,
Hungary. Under the direction of ICNL's Program Director for CEE and
other ICNL senior staff, the Legal Counsel will work primarily on
projects involving the countries of the former Yugoslavia, with a
particular focus on Croatia, Macedonia, Yugoslavia, and
Bosnia-Herzegovina.  Duties include the following:
�    Providing technical legal assistance to government officials, members
of parliament, and NGO representatives on issues of NGO law, including the
preparation of comments and reports;
�    Assisting with implementation, training, educational and other
projects relating to NGO legislation;
�    Assisting with ICNL's regional projects, including conferences,
workshops, research, and other initiatives;
�    From time to time, representing ICNL at conferences, workshops, and
other meetings;
�    Helping to develop and implement strategies for further
institutionalizing the Budapest office;
�    Assisting with proposal writing and fundraising activities; and
�    Performing tasks and reports as required by funders.
Qualifications
�    Law degree from one of the CEE countries;
�    Fluency in Bosnian, Croatian, Serbian or Macedonian;
�    Fluency in English;
�    At least one year's professional experience in CEE in the areas of
human rights, NGO law, tax law, and/or corporate law;
�    Self-directed and able to initiate activities;
�    Excellent research, analytical, writing, and presentation skills;
�    Diplomatic skills to work with a range of different partners in
various CEE countries;
�    Willingness to travel extensively;
�    Familiarity with USAID requirements, knowledge of other regional
languages, and a US law degree or LLM are advantages.
Compensation:  Competitive salary based on experience and qualifications.
