CALL FOR APPLICATIONS
A one-year public service and non-degree academic study program for Russian
and US citizens

The Bureau of Educational and Cultural Affairs (ECA) of the US
Department of State is pleased to announce the 2002-2003 Russian-US
Young Leadership Fellows for Public Service (YLF) Program. The YLF
Program is funded by the Freedom Support Act (FSA) and administered
by the International Research & Exchanges Board (IREX). The program
is a landmark effort to promote leadership and public service in both
the United States and the Russian Federation.
The YLF Program provides one year of intensive professional and
academic training to both US and Russian young leaders. Public
service forms the core of the YLF Program. Both Russian and US
fellows will perform a minimum of 40 hours of volunteer work per
month. Participants also complete one year of non-degree academic
study at qualified universities and colleges. The fellowship will
culminate in a professional internship and will build upon the public
service and academic components of the program.
All applicants must demonstrate interest or evidence of involvement
in public service, as well as leadership potential, academic
excellence and proficiency in written and spoken Russian and English.
Grant provisions include round-trip airfare from fellows' homes to
their host institutions, tuition, medical insurance, monthly stipends
for housing and living expenses, and limited allowances for books and
cultural enhancement activities. The program also includes an
orientation and mid- and end-of-program workshops.
The application deadline is November 30, 2001.
