Director
ISAR-Russian Far East
Vladivostok, Russia
ISAR: Initiative for Social Action and Renewal in Eurasia is seeking a
U.S. citizen to serve as Director for its Russian Far East office
in Vladivostok.
Background: ISAR is a nonprofit with eight offices throughout the
former Soviet Union and one in Washington, DC. ISAR has been active
in the Russian Far East (RFE) since 1993, pursuing a variety of
programs to advance civil society in the region. Currently ISAR's Far
East office is implementing a USAID-funded program aimed at
strengthening the regions nongovernmental organizations (NGOs). The
program combines a small grants program, a training program, a
network of resource centers, the publication of a journal, and an
information program, among other projects.
The ISAR-Far East office is comprised of an all-Russian staff of more
than 10 experienced program, financial and systems managers, as well
as administrative support personnel. For general information about

Position Description: Given the size and scope of the ISAR-Far East
program, the office is seeking an American to serve as Director to
work in cooperation with the current Russian managers. Acting
together to implement the workplan, the Director will manage and work
in close cooperation with the ISAR-Far East staff to ensure
implementation of various projects, report on a timely basis to
funders,and maintain positive relations with regional authorities,
affiliated organizations, and other program implementers in the
region.
The Director's responsibilities will emphasize program and financial
administration, organizational capacity building, and personnel
management (which includes supervision, consultation, evaluation, and
providing for professional development of staff members). A key role
of the Director will be to serve as liaison between ISAR-Far East and
other international service providers in the region, multiple western
funders, and ISAR program and financial managers inWashington, DC.
Qualifications:
- 2-5 years of nonprofit management experience working in Russia
(preferably the Russian Far East) on issues relating to civil
society, natural resource conservation, and organizational
development
- professional proficiency in spoken and written Russian and English
- experience in directly supervising programmatic and financial staff
and a demonstrated ability to foster teamwork and resolve conflicts
among staff members when necessary
- experience in strategic planning, program implementation, and
performance measurement
- grant management and financial management experience, including
familiarity with USAID grant regulations (particularly those relating
to procurement, financial reporting, and organizational audit) and
programmatic reporting requirements
- experience in maintaining effective relations between
organizational staff members and local Board of Directors
- experience in developing and implementing public
relations/information dissemination campaigns that involve the
cooperative effort of multiple affiliated organizations (desirable)
- excellent written and oral communication/presentation skills
- word-processing and spreadsheet skills
- B.A. degree
- U.S. citizen
Responsibilities Include (but are not limited to):
-managing staff of 10+ in cooperation with Russian managerial staff
-handling personnel matters, ensuring regular staff evaluation,
encouraging team building among staff, and creating professional
development opportunities for them
-overseeing the financial reporting, preparing narrative reports for
multiple governmental and non-governmental donors (including USAID,
Rockefeller Brothers Fund) and maintaining on-going communication
with USAID program officers
-representing ISAR, including outreach and interaction with local
NGOs, government, media, and the private sector, and Western NGOs
working in the RFE
-maintaining regular communication with ISAR-DC program and financial
managers
-fundraising and program development, in coordination with ISAR-Far East
staff and board of directors, as well as with ISAR-DC staff
-participating in key project events
-regional travel (25% of time)

and insurance.
