Position: Program Officer
Program: Europe and Eurasia/Central Asian Republics (CAR)
Kyrgyz Republic
Reports to: Senior Program Officer/Central Asian Republics
Starting date: Immediately
Location: Washington, DC
QUALIFICATIONS:
The prospective candidate should have an Master's Degree in
international affairs, political science or a related field, with a
minimum of two years functionally related professional experience, OR a
similar degree at the Bachelor's level with the minimum of fours years
functionally related professional experience. Candidate must possess the
following: excellent writing skills, well-organized and adept at
handling and prioritizing multiple tasks; attention to detail;
team-oriented; ability to communicate effectively; familiarity with
USAID policies and procedures. Knowledge of and experience in the Former
Soviet Union is necessary, with experience in Kyrgyzstan and the Central
Asian Republics highly preferred . Russian or other indigenous Central
Asian language skills are highly preferred. Proficiency with software
such as MS Word, Excel and the use of the Internet/WWW is required.
SCOPE OF WORK:
As an integral member of the CAR team, the Program Officer will provide
programmatic lead and administrative support for IFES projects in the
Kyrgyz Republic under the overall supervision of the Senior Program
Officer for the Central Asian Republics. The PO will work on all daily
aspects of the Kyrgyzstan project, including programmatic implementation
and administrative support, but will consult with SPO on issues of major
significance and potential impact.
DUTIES:
The specific duties of the Program Officer shall be focused on
implementing the IFES program in the Kyrgyz Republic through
programmatic and administrative support to include, but not be limited,
to:
* Providing primary IFES/WDC backstopping for implementation of
field projects in Kyrgyzstan according to approved workplan;
* Drafting and editing proposals, budgets, and contracts as part
of Kyrgyzstan
project;
* Drafting and editing weekly reports, monthly reports, quarterly
reports, success stories, articles for Elections Today and other IFES
publications, and project close-out reports;
* Drafting correspondence and conducting daily communications with
IFES/Bishkek field office staff;
* Directing efforts to expand IFES programming in Kyrgyzstan
according to Operational Planning document and Democratic Development
Strategy (DDS) grid or other areas as appropriate;
* Identifying and working with potential donors for IFES textbook
project;
* Traveling to Bishkek as needed, and as directed by Senior
Program Officer;
* Providing technical recommendations and training in the home and
field offices;
* Participating in writing for IFES publications;
* Coordinating with Senior Program Officer on the selection of
consultants and design of consultant field assignments to Kyrgyzstan;
* Assisting with travel arrangements for consultants and other
IFES staff, including preparation of Travel Notifications for USAID;
* Representing IFES by attending various briefings, meetings
arranged by partners and international research and academic institutes,
as well as events and functions organized by the Embassy of the Kyrgyz
Republic;
* Liaising with appropriate professionals, entities, and
organizations;
* Addressing research requests initiated by IFES/Bishkek, the IFES
Board of Directors, or other IFES senior staff and outside partners;
* Monitoring and controlling refreshment of IFES/Central Asia
website, working with Bishkek-based webmaster and staff via email;
* Tracking and monitoring all project finances;
* Responding to RFA's and RFP's;
* Supervise Program Assistant or Intern assigned to work on
Kyrgyzstan, pending available funding;
* Maintaining electronic and paper files for all Kyrgyzstan
programming;
* Other duties as assigned.
