JOB ANNOUNCEMENT
Capacity Building Manager
Baku, Azerbaijan
ISAR: Initiative for Social Action and Renewal in Eurasia, is a
nonprofit organization that promotes citizen participation and the
development of the nongovernmental sector in the countries of the former
Soviet Union. ISAR�s offices in the US and Eurasia support citizen
activists and grassroots nongovernmental organizations in their efforts
to create just and sustainable societies.
ISAR is currently implementing an NGO strengthening program in
Azerbaijan to build the capacity of individual NGOs in Azerbaijan and
stimulating the development of the NGO Sector as a whole.
Capacity Building Manager Position: ISAR is recruiting a Program
Manager to lead an NGO Capacity Building program as part of a
USAID-funded Democracy and Governance project in Azerbaijan. This
project will contribute to a stronger and more effective civil society
in Azerbaijan by strengthening the capacity of issue-based organizations
to carry out public outreach and advocacy as well as increase the level
of their organizational management skills. This position is contingent
on USAID funding.
Responsibilities Include:
1. Coordinate the start-up and implementation of a capacity-building
program for local NGOs including NGO selection, development of training
and technical assistance packages, and monitoring and evaluation;
2. Manage and train local staff for project implementation;
3. Build and maintain relationships with implementing partners and
technical consultants. Manage all aspects of their participation in the
project;
4. Develop and maintain regular communication with USAID regarding
implementation of capacity building activities in the project;
5. Responsible for public outreach and publications regarding capacity
building activities of the project, and report writing.
Required:
1. MA in International Development, Organizational Development, Training
or Public Administration; MBA; or equivalent combination of education
and experience;
2. Three to five years managing capacity building programs to strengthen
civil society and non-profit organizations.
3. Basic knowledge of political and social issues in NIS;
4. Proven training and consulting skills;
5. Proven management ability and leadership skills;
6. Cross-culturally sensitive interpersonal skills;
7. Computer and Internet literate.
Desirable:
1. Spoken and written competency in Russian or Azeri;
2. Experience working in the former Soviet Union;
3. Understanding of NGO sector development in NIS;
4. Experience in Azerbaijan.
