The Tocqueville Research Center - Survey Project 2002
The Tocqueville Research Center (T-RC) is an independent institute 
founded in May 2000.  It specialises in comparative political analysis 
and has accumulated experience in research project management in 
Hungary and other Central European countries.
The main project of T-RC is the "Indicators of Local Democratic Governance 
in Central and Eastern Europe Project".  The project aims to help 
decision-makers and researchers assess and explain the state and 
quality of local democracy in post-communist countries.  During 2000-
2001, the Center administered large-scale surveys in four Central 
European countries (Hungary, Latvia, Poland and Romania).  In 2002,
four more countries will be involved in the survey.  The project 
is funded by a consortium including the Open Society Institute, the 
World Bank Institute, the OECD, USAID, the Council of Europe and 
other international donors.
We are looking for local co-ordinators for the surveys which we shall 
implement in Bulgaria, Estonia and Slovakia.
With the mail surveys, which we plan to implement in Bulgaria, Estonia,
Poland and Slovakia, we aim to reach over 2,000 local representatives 
and 100-150 local government offices in each country.  The questionnaire 
will be hosted by the T-RC website and will probe issues such as 
decisional and democratic performance and effectiveness, the decision-
making process and local civil society, amongst others.
T-RC partners would benefit both from having free access to the full 
data-sets from all four countries for their own purposes, and from 
belonging to a growing network of European political research institutes.
The costs of the survey will be fully covered by T-RC.  Furthermore,
funds may be available for any additional costs incurred.
