Technical Assistance for Institutional Building for Project Implementation Unit at the MoE and ASME and Consultancy Services for up to 720 Companies - EuropeAid/114436/D/SV/BG
PLEASE NOTE THAT ALL INTERNATIONAL EXPERTS MUST BE NATIONALS
OF ONE OF THE EU MEMBER STATES OR OF ONE OF THE PHARE COUNTRIES.
The project is expected to commence in November 2003 and have a duration of maximum 12 months. The project location is Bulgaria.
All proposed experts should have full computer literacy and be fluent in English, both written and spoken.

Component 1 - Technical Assistance to the PIU and ASME
International Team Leader--Institution Building and Grant Scheme Management
Education: Master Degree of Economics or Engineering
Experience: 
· A minimum of 15 years working experience in project management hereunder Phare and EU funded projects and/or projects funded by other donors; PMU, PIU or Contracting Authority experience valued.
· Institution Building experience, related to the development of capacity to manage donor funds within EU Member States or candidate countries
· Experience in monitoring and evaluation of EU funded projects
International Key Expert Position
· Extensive experience in project management and Phare procedures
· Experience in financial management and project contract procedures
· Experience with institutions similar to the Bulgarian MoE and ASME
· Experience in institutional development projects
· Experience in SMEs consultancy e.g. technology transfer and innovations
· Familiar with development of SMEs
· Experience in management procedures and human resources development
· Expertise with on-the-job training and daily knowledge transfer
· Relevant university degree at a recognized university 
· At least 10 years sound professional experience and not less than 5 years management experience
· Knowledge of cash flows and rates of return
· Willingness to work in a team under considerable pressure
Component 2 - Provision of Consultancy Services
Team Leader - International Business Consultant
Education: Master Degree in Economics or Engineering
Experience: 
· A minimum 15 years of working experience in consultancy business
· Experience in implementation and management of the SME development
projects/programmes/schemes funded by donor's organisations
· Key position in the management of at least one international project
· Key managerial position with view of SME sector/industrial enterprise
· Good leadership skills
· Particular experience in SMEs sector consultancy services in transition economies would be an asset
· Knowledge of cash flows and rates of return  
Assistant Team Leader - International Business Consultant
Education: Master degree in Economics or Engineering 
Experience: 
· A minimum 10 years of working experience in consultancy business in EU Member States
· Experience in implementation and management of the SME development
projects/programmes/schemes funded by donor's organisations
· Particular experience in SMEs sector consultancy services in transition economies would be an asset
· Knowledge of cash flows and rates of return
