SUPPORT TO THE DEVELOPMENT OF THE IT SECTOR IN ARMENIA
PLS RAMBOLL seeks international and domestic consultants for a project whose overall objective is to support IT development in Armenia through provision of IT education/training as well as Law & Regulatory Framework/e-governance. 
The specific objectives are:
_ To assist with the establishment and further development of the European Regional Institute for Information and Communications Technologies in Armenia (ERIICTA).
_ To establish a Teacher Training framework that will sustain ERIICTA requirements for the future.
_ To provide EU and Local expertise for the re-establishment and further development of the University LAN Project to include ERIICTA and possibly other IT institutions.
_ To establish a Pilot System for an effective and self-sustainable system of electronic government (e-Gov) to provide laws and legislation on-line with public access. Implementation of a Pilot System, involving one Ministry (Ministry of Foreign Affairs).
_ To develop a pilot application system, processes and framework for Armenian Laws to be accessible On-line (Armenian Language/English Language).
_ To establish a framework with skilled and trained operational & support team that will guarantee the sustainability of the project in the future.
The intended commencement date is October 2003. Component 1 will be executed over a period of 24 months with experts
attending for short periods each year. Component 2 will be executed over a period of 15 months with experts attending for a period of 6-12 months. Total duration of the project is 24 months.
The project will be located in the Ministry of Foreign Affairs, Yerevan, Armenia with a branch office in the European Regional Institute for Information and Communications Technologies in Armenia (ERIICTA).

COMPONENT 1: EDUCATION AND TRAINING
* Key expert 1: Project Co-ordinator/Team Leader 
Must have at least 10 years of experience as university councillor or equivalent in an EU university administration and team management with proven innovation in educational techniques particularly within the IT sector, to be present in Yerevan over a period of two years long term.
· To establish a uniform curriculum for the Bachelor study and the three degree programmes described above
· To coordinate all the Institute's external relations
· To help in coordinating finances and purchasing including teaching &training materials as well as hardware and software procurement
· To coordinate internships and work experience phases
· To establish and cultivate contacts with business and industry
· To help establish a library system, including cataloguing, acquisition and lending
· To help develop department structures, study phases and infrastructure, and improve mobility
· To develop advisory services, seminars and work shops, manuals for the implementation of EU standards
Required qualifications:
- University councillor or equivalent status;
- Managing a team composed of international and local specialists;
- Supervising and co-ordinating all technical (IT) aspects of a contract;
- Ensuring good client communication;
- Organising and overseeing administrative and logistical support;
Specific professional experience
Experience in setting up and managing IT Faculties at University level with experience in knowledge analysis and curriculum construction and course administration design, specifically in the following subjects: Software Engineering, IT Business Management and Multi Media & Computing Studies
* Key expert 2: IT Project Manager
IT Expert to be present in Yerevan for 60 person-days over a period of six months; relevant IT university degree, fluent in English language with:
· Proven experience in Institutional building, management and organisation of IT based information systems, higher education and research management
· Proven management & working experience in design, build & implementation of Network Information Systems (NIS) and/or Information Management Systems (IMS)
· Knowledge of Distance Learning Systems implementation and Training
· Managing a team composed of international and local IT specialists;
· Supervising and co-ordinating all technical aspects of a contract;
· Ensuring good client communication;
· Organising and overseeing administrative and logistical support;
Minimum of 10 years of experience in institutional building, management and organisation of IT based information systems, higher education and research management in EU.
* Key expert 3: IT Training Expert
Working in Yerevan up to 160 man-days and coordinating the work of IT Experts (see "other experts")- Senior EU expertise in training design and delivery, software, hardware and network analysis, design, implementation and management of information systems for higher education and research institutions.
Other Experts:
Senior Lecturers/Experts (3-5 positions) for short-term contracts, over a period of three years, to be present for approx. 2-4 weeks per year.
It is desirable that European lecturers be present for all study programme phases and for training courses (including the bridging years). Ideally, a European and an Armenian lecturer should jointly conduct each course. The regular presence of European lecturers in Armenia is absolutely crucial. Since it must be assumed that such lecturers can rarely be constantly
present, course schedules must be flexibly adapted to match the dates of the lecturers' stays in Armenia. Provision must therefore be made for:
Compact lectures and accompanying tutorials confined to short periods of a few days or weeks
· Compact seminars
· Compact practicals
· Curricular planning of course content and form
· Set up of the examination system (incorporating examination and study regulations)
· Participation in consultative and monitoring bodies (boards) for this project and the aforementioned related projects
Senior lecturers/experts with 8-10 years experience lecturing in IT subject matter at University level. Must be an experienced university educationalist with experience in team management and with proven innovation in educational techniques. Must have
excellent skills in IT subject matter in at least one of the following subjects: Software Engineering, IT Business Management or Multi Media & Computing Studies
IT Experts (3 positions)
Each position up to 120 person-days over a period of six months. Senior EU expertise in software, hardware and network analysis, design, implementation and management of information systems for higher education and research institutions, with experience in training design and delivery.

. IT Network Information Systems (NIS) Expert (1) 
. IT Distance Learning Expert (1)
The Project Partner will provide local IT experts (for skill transfer) to match EU skills brought in for the project.
Local Project Manager to be present in Yerevan for a period of six months; relevant university degree, good command of English language, with at least 10 years experience in Project management and organisation of IT based network and information systems in higher education and research institutions.
Must have good local knowledge, contacts and experience in management of IT technical assistance projects in NIS.

COMPONENT 2: Law & Regulatory Framework
Key expert 4: IT Project Manager
The IT Project Manager will be present in Yerevan for up to 60 man-days over a period of one year; required qualifications include Excellent English language skills, 10 years EU experience in the IT sector, preferably within Law & Regulatory Framework or e-governance; having experience in similar work possibly in other CIS countries.
Required qualifications:
- Systems Analysis & Design experience
- Experience in Project Planning, defining Functional Specification, defining System Architectures
- Managing a team composed of international and local IT specialists and Legal experts;
- Supervising and co-ordinating all technical aspects of a contract;
- Ensuring good client communication;
- Organising and overseeing administrative and logistical support;
Key Expert 5: IT Legal Expert
Proven experience in IT related legal consultancy, good knowledge of e-governance principles, IT laws and regulation. 180 person-days
Other Experts:
European & Local IT Experts (5)
Each position up to 120 person-days over a period of six months: EU experts in Database Design/Development, Application Programming, Documentation Systems, implementation and management of information systems for e-governance.
European IT System/Database Designer & Developer (1)
European Application Programmer + Local Application Programmer (1)
English/Armenian language translator (1)
European IT Network/Web/Multi Media Technician + Local IT Web/Multi Media Technician (2)
Local Project Manager for the duration of the project, being fluent in Armenian and English language, with good local knowledge and experience with established working local contacts in the sector. Must have excellent project management skills and ability to deliver projects on time and to budget. Relevant university degree with at least 10 years experience in IT Systems Design & Development in the field of e-governance and/or e-Business.
Local Legal Expert for up to 30 man-days over the duration of the project, being fluent in Armenian and English language, with good local knowledge and experience with established working local contacts in the sector. Relevant Law Degree with at least 5 years project experience in the field of e-governance and/or e-Business.
The Project Partner to provide Clerical Staff/Documentation Specialists with document scanning and process skills (2) also with excellent English/Armenian language skills.
