LAW ENFORCEMENT EXCHANGE PROGRAM TO RUSSIA

Project Harmony, a non-profit organization from
Waitsfield,Vermont, announces its third annual International
Law Enforcement Exchange Program to take place in Russia,
May 17-June 1, 1996. Project Harmony will send a delegation
of 25 police officers and law enforcement professionals for a
two week program of intensive training and cultural activities.
We are currently recruiting officers from all over the United
States and Canada with a special focus on the New England
area. Since the inception of the Law Enforcement Exchange
Program, police officers, corrections officers and criminal
justice faculty and students have come from New York, Texas,
Oregon, Louisiana, New Hampshire, Vermont and Massachusetts.

The purpose of the trip to Russia is to exchange ideas and
training methods in the various fields of criminal justice with
the goal being to assist these fledgling democracies in the
area of policing in a free society. These hands-on training
sessions will include:
+ Crime scene search, evidence processing and crime
prevention techniques;
+ Investigation of narcotics cases and undercover techniques;
+ Investigation of financial crimes;
+ Traffic accident investigation;
+ First Aid and CPR;
+ Rape investigation and domestic violence;
+ Narcotic/gun detector dog training;
+ Use of video equipment to produce police training films;
+ Concepts of community policing;
+ Overview of American legal system;
+ Overview of American prison system.

% These presentations will be interactive and involve
experienced Russian police officers, police administrators and
young police recruits at the training academy.
% Our program will also include an in-depth look at Russian
culture including field trips to historical sites and traditional
folk music and dance performances.
% All accommodations in Russia will be homestays with
Russian host families from the host police department. We
will attempt to match people in similar fields of interest.
There will be a two day cultural program in Moscow at the end
of the trip, with hotel accommodations.

Phase II of the Law Enforcement Exchange Program wil bring a
delegation of 25 Russian police officers to the United States
for a two week educational and cultural program, October 10
-25, 1996. This hosting program will include one-on-one
matching in municipal police departments, visits to
correctional and juvenile facilities, courts and manufacturers
of police equipment. This program will expose the Russians to
American law enforcement at the local, state and federal
levels.

A one week program for the group is planned for Washington,
D.C. and the National FBI Academy in Quantico, Virginia. This
part of the program is supported by a grant from the
International Criminal Justice Bureau at the U.S. State
Department.

The participant fee is $1975.00 per person. This fee includes
round trip airfare from NYC/JFK Airport-Moscow-/NYC/JFK,
visa costs and all program costs in Russia (tickets to special
museums or concerts may be extra). Optional health and
accident insurance can be purchased for $35.00 per person for
the duration of the trip in Russia. This insurance covers all
medical costs if incurred in Russia and medical evacuation in
case of emergency.
