The Eurasia Foundation Media Development Competition
PURPOSE
The Eurasia Foundation Russian Far East Office (the EF RFE) announces the
Independent Media Development Competition to support media organizations in
introducing new and innovative management methods. The Eurasia Foundation
will offer financial support for the implementation of challenging projects
and innovative ideas.
COMPETITION TERMS
A project is considered to be a detailed plan of actions/project activities
which require a grant in order to be successfully implemented. The
requested funding should not exceed the amount of $23,000. The project's
time-frame should not exceed a one-year period. A proposal must include
complete information and be designed in accordance with the Foundation's
proposal requirements, otherwise the proposal cannot be recommended for
funding. Project should be submitted in triplicate and can be made in
English or Russian. Special sign, "Independent Media Development
Competition", on its cover-sheet is preferable.
Initial proposal review may prompt requests for additional information.
Please note that the fact the Foundation requests additional information
does not indicate whether the proposal will or will not be recommended for
funding. Rather the program staff needs this information in order to
complete proposal review.
COMPETITION PARTICIPANTS
Organizations and mass media in Primorsky and Khabarovsky Krays,
Kamchatskaya, Sakhalinskaya, Magadanskaya, Amurskaya and Chitinskaya
Oblasts, Jewish Autonomous Oblast, Chukotka Autonomous Okrug, Yakutia, and
Buryatia may take part in the competition.
Requirements to the competition participants:
- organizations should be officially registered;
- work in the above mentioned regions for over 6 months;
- should not be owned by a SINGLE government or party organ.
Additional requirements to newspaper participants:
- a newspaper's volume should not be less than 4 typed pages;
- distribution should be no less than 3000;
- advertising should not take more than 40% of total volume per issue.
DECSIONS ON FUNDING PROJECTS
The competition includes two stages. Proposals will be reviewed by the EF's
program staff and an Independent Board of Advisors which consists both of
Russian and foreign specialists in journalism and media organizations'
management.
Up to 10 organizations will win and receive grants at an average amount of
$23,000. This funding should be used strictly for the activities enlisted
in the project and in compliance with the approved budget.
The representatives of winner-organizations will be invited to the EF RFE
to sign Grant Agreements and participate in the Grant Management Seminar.

Jan 20, 1998 - Competition Deadline (Proposals posted later than Jan 20
will not be accepted)
The last week of April, 1998 - Grant Management Seminar, signing of Grant
Agreements.
